Summary This report summarizes work conducted by Clipper Windpower under the DOE Low Wind Speed Turbine project. The goal of the LWST project was to engineer, fabricate, and test a wind turbine that can produce electricity at competitive cost of energy (COE) in low wind speed regions in the United States. The low wind speed sites targeted by this effort have annual average wind speeds of 5.8 m/s (13.0 mph), measured at 10 m (32.8 ft) hub height. Founded on a portfolio of technologies that promise to reduce the COE in DOE Class-4 wind sites (IEC Class 3), this new competitive wind technology could result in 35 GW to 45 GW of additional wind capacity by 2020 at these plentiful low wind speed sites.
