The U.S. Commission on National Security/21st Century, also known as the Hart-Rudman Commission, is a Federal Advisory Commission charged with thinking comprehensively and creatively about how the United States should provide for its national security in the first quarter of the 21st century. Though we are organized under the Office of the Secretary of Defense, the USCNS/21 also enjoys the sponsorship of the President and United States Congress. This bipartisan, independent Commission stands outside of the large bureaucracies that help form and implement our nation's security policies. Girded by such support and independence, we intend to fulfill the directives of our founders to think in a fresh and bold way about how this nation should provide for its security in a radically changing world. The completion of our study is timed to coincide with the inauguration of the next President of the United States, in the Winter of 2001. |
Summary |
This paper consists of four parts: a contextual introduction; an articulation of twelve basic assumptions and observations; fourteen key conclusions about the global environment of the next quarter century; and a statement of their essential meaning for American national security strategy in the 21st century. The U.S. Commission on National Security/21st Century will build upon this foundation to recommend a new strategy for the advancement of American interests and values. It will then propose, as necessary, new structures and processes for U.S. foreign and security policies in order to implement that strategy. |
