Excerpt: "Student government may be defined as that type of school government and administration that affords a direct means of training students in the fundamentals of civic life and furnishes an actual laboratory in school citizenship. The three tests of student government are: (1) Are the students given representation in the legislative and excutive departments of their schools? (2) Do these students manifest some initiative in attacking the problems of the school? (3) Do these students cooperate with the faculty in the planning and management of the school? [...] The purpose of this study is three fold: (1) to find out what Negro Accredited High Schools are doing along the line of student government; (2) to find out what systems of student government have already been established; (3) to recommend to Negro Accredited High Schools without democratic organizations the best type of student government."
