Summary With the creation of the Interstate Commerce Com mission, in 1887, the relationship of the federal government to the railroads assumed an importance for the public that it had never before possessed. For the first time a body endowed with executive and judicial func tions - what was to be known as an administrative body was to take a position as an arbiter between the public and our national transportation system. The plan had been tried for a decade or two in some of the states. It was now to be given a wider opportunity and a more critical test.
