Summary |
In recent years, global energy prices have become increasingly volatile. Due to fluctuating energy prices, global competition is at its highest. In 2008, a global fuel price increase impacted American Samoan government budgets and when a tsunami hit in September 2009, it crippled American Samoa industry and government, and impacted the welfare of American Samoa's citizens. Natural disasters have been occurring more frequently and with greater intensity, threatening the stability of fuel sources, and the reliability and affordability of electricity generation. Rapid changes in the cost or availability of energy can have serious effects on an entire community. This strategic energy plan recognizes the significance of these past occurrences, the effect they had on American Samoa's economy and the community, and the increasing likelihood they will happen again. American Samoa's response to this will be what defines and determines its quality of life and economic future. |
