Summary Both before and during the war, Germany suffered from a critical manpower shortage. One way in which the Arbeitsverwaltung (the Employment Administration) attempted to solve this problem was the use of Jewish slave labor. Jews were employed mainly in public works, later in war industries, and were strictly segregated from Aryan workers. Many were housed in labor camps. At first, Jews working in war industries were exempted from deportation; but in a series of deportations, culminating in the "Fabrikaktion" of February 1943, these workers were deported and replaced by non-Jewish foreign labor. Hitler repeatedly refused to import Jewish labor to the Reich; but in summer 1944 he was forced to agree to bring thousands of Hungarian Jews for slave labor in industry and construction. Early in 1944, members of mixed families in Germany were drafted for forced labor in Organisation Todt. Notes that the Arbeitsverwaltung carried out anti-Jewish directives as a matter of bureaucratic routine; but its director from 1942, Fritz Sauckel, was a rabid antisemite, and so were many of the lower ranks, who treated the Jews with brutality.
