Discourses on participation and the transformation of political sovereignty answer this. Participation becomes a programmatic element. The problem of the government of knowledge that creates contingency and uncertainty is to be overcome by addressing laypeople as responsible citizens who are capable of learning. Against the background of Foucault's philosophy, the discourses of the knowledge society and the practices of participation are understood as techniques of government and classified as a strategy within the neoliberal governmentality of the present.
