Summary Offers a comprehensive and integrated approach to planning and managing uses and activities in U.S. oceans, coasts, and Great Lakes. Describes the regional scope of coastal and marine spatial planning, to be developed cooperatively among Federal, State, tribal, and local authorities, and regional governance structures, with stakeholder and public input. Proposes an overhaul to the Federal Government's marine and coastal planning, recommending moving away from sector-by-sector and statute-by-statute decision-making; a more regionally based and cooperatively developed approach to resource planning; science-based information at the center of decision-making; and comprehensive stakeholder and public input at all stages of planning.
