Summary The United States Institute of Peace has used justice and security dialogues in a variety of conflict, conflict prevention, and postconflict environments to build trust between government or security actors and local communities and to facilitate cooperation and collective problem solving. This report discusses the Justice and Security Dialogue processes and activities which took place in Yemen's governorates of Abyan and Marib from early 2013 through early 2014. It details the research, planning, and implementation of context-drive dialogues, including outcomes, conclusions, and lessons learned.
