Contents Background -- Telework grew significantly between 2010 and 2021 and was concentrated among certain workers, industries, and occupations -- Studies found telework generally had a positive impact on worker productivity and firm performance in certain settings, but long-term impacts are uncertain -- Agency comments and our evaluation -- Appendices.
Summary For many years, employers have used telework to manage their business operations and to promote a better work-life balance for their employees. In this report, telework refers to a flexible work arrangement under which employees perform their duties from a worksite--often at home--other than the location from which they would otherwise work. More recently, telework became an important part of the national response to the COVID-19 pandemic, which emerged in the U.S. in early 2020. This report is the first in a series of reports that will respond to this request, and examines: (1) changes in the extent of telework in the United States before and during the COVID-19 pandemic, and (2) reported impacts of teleworking on worker productivity and firm performance. Subsequent reports will focus on public policies affecting telework, among other issues.
