Summary This report, prepared at the request of the Senate Committee on Governmental Affairs, Subcommittee on Oversight of Government Management, Restructuring, and the District of Columbia, reviews federal pay setting and examines differences between federal and private salaries for selected white-collar jobs. It incorporates data on nonfederal salaries from a commercial source. The federal approach does not allow variation in pay raises by occupation, a limitation which may lead to some occupations receiving pay raises larger or smaller than those needed to match private salaries.
