Summary "Since the 2011 crisis sparked by the Arab Spring, Yemen has been engaged in a critical political transition. Deteriorating security and political uncertainty during this period have eroded rule of law and exacerbated long-standing weaknesses in state institutions. This report, which is part of a larger exploration into security and rule of law in the wake of the 2011 Arab Spring uprisings, highlights the current strengths and weaknesses of the justice system in ten Yemeni governorates with an eye to reform. Covering personnel issues, case management, facilities and infrastructure, corruption, accountability, and overall functionality, it provides a wealth of data critical for further study and points the way to more responsive programming and justice sector reform generally. While this report focuses primarily on the justice system, the findings should raise significant concerns about the health of state institutions overall as they emerge from this transition period"--Publisher description.
