Summary Despite widespread acceptance, family planning programs have been controversial since their inception. This report examines the origins of family planning programs and the criticisms they have faced during four decades of existence. It also assesses the validity of these criticisms and analyzes programs' responses to them and to lessons learned from research on effectiveness and quality.
