Summary |
The Economic Policy Committee of the Association for Social Policy chose the general theme of "Labor Market and Employment" for its 2007 annual conference. This conference volume documents the main statements and results of this meeting. To this end, macroeconomic, technological and global economic developments are presented that have a decisive influence on employment conditions today, such as a strong expansion of the labor supply, the decoupling of many production processes and diverging regional developments. The authors then deal with fundamental considerations on specific employment policy issues. On the one hand, various variants of combined wages are discussed as an instrument for combating unemployment. On the other hand, the question is raised as to why the instrument of employee profit sharing is so rarely used despite theoretically derivable positive employment effects. In addition, the German collective bargaining cartel is critically examined from a competition theory perspective and the individual components of the German labor market system are analyzed from a cartel perspective. More empirically oriented contributions deal with the German and Dutch labor market developments. The change in the German collective wage determinants is presented against the background of their employment effects over a 50-year period, then the successes of Dutch employment policy in recent decades are explained and finally sectoral aspects are taken up by diagnosing the unresolved sectoral structural change as a decisive cause of the persistently high unemployment in Germany. |
