Summary
New START limits the number of U.S. and Russian strategic delivery vehicles--such as intercontinental ballistic missiles (ICBM)--and the total number of nuclear weapons that each party is allowed to deploy on those vehicles. New START also details a collection of verification measures-- such as inspections and the use of satellites--intended to provide confidence that parties are complying with treaty limits. The U.S. has sought to negotiate a New START successor with Russia and aspires to pursue future arms control with China. This report describes (1) U.S. goals and likely verification measures for future nuclear arms control treaties, including a successor to New START; (2) the extent NNSA has planned for or developed verification technologies to support future arms control goals; and (3) challenges stakeholders have identified to implementing verification measures to support future treaties.
