Summary
The Special Inspector General for Iraq Reconstruction (SIGIR) has issued four reports on the management controls and accountability of Commander's Emergency Response Program (CERP) funds. This report focuses on the outcome, cost, and oversight of one CERP project--the electrical distribution grid in a Baghdad neighborhood known as Muhalla 312, located in the Al Ahdameya Governorate. At about $11.7 million, the Muhalla 312 electrical distribution grid is the most expensive project undertaken with CERP funds in Iraq: the project encompassed the entire Muhalla (estimated to be 10 square blocks). SIGIR's objectives were to examine: 1) project outcome in terms of final costs and completion time, 2) effectiveness of the contracting process and oversight of the contract, 3) coordination of the project with other reconstruction agencies, and 4) transfer to and sustainment efforts by the Government of Iraq (GOI).
