"This study examines Department of Defense (DoD) management of surface-to-surface missile development during the early Cold War. Emerging missile technology challenged the DoD's ability to mitigate inter-service competition, resulting in wasteful redundancy that strained the dwindling defense budget and already tenuous relationships among the service branches.
