Summary What is disclosure avoidance and why does it matter? At the U.S. Census Bureau, disclosure avoidance is defined as a process used to protect the confidentiality of respondents' personal information. Since the 1990 Census, the Census Bureau has protected confidentiality by adding "noise"--or variations from the actual count--to the collected data.
