The U.S. Federal Trade Commission (FTC) presents the full text of the report entitled "Border-line Scams Are the Real Thing," published in September 1999 in PDF format. The report discusses cross-border scams. These scams include advance fee loans, bogus prize promotions, and phony chances in lotteries. According to U.S. law enforcement agents, the con artists may be setting up in neighboring countries to the United States to avoid prosecution under the Telemarketing Sales Rule.
