Summary This report addresses how red teams can help DoD transform. It defines red teams broadly, including not only playing the adversary, but also playing devil's advocate and related roles. While differing in some respects, these activities all have in common the challenging of an organization's norms. Thus red teaming at its essence is about the culture of an organization. Drawing on red team experience in government and the commercial sector, the report identifies obstacles and suggests criteria for their effective use. It recommends specific issues that would benefit from red teaming and also steps that the Secretary of Defense should take to make red teaming a more effective tool throughout the Department.
