When President Boris Yeltsin of the Russian Republic has to publicly ask his Defense Minister Pavel Grachev and Interior Minister Viktor Yerin why indisciminate bombing continues on Grozny, the capital of Chechnya, then something is terribly wrong. Either the military is in control and is ignoring Yeltsin or the President is saying one thing publicly and another privately.
