| Summary |
Violent crime represents a daily threat to millions of Africans. With urban populations expected to double in the next 20 years, adding to already sprawling slums, the security problem in urban areas is likely to grow worse. Contributing to this quandary are high levels of corruption within and distrust of many African police forces. At times, criminal gangs fill the resulting security vacuum. Paralleling these developments has been the explosion of information and communications technologies (ICTs). From crowdsourcing community input on crime hotspots to raising the effectiveness and accountability of weak police forces, the ICT boom has the potential to reduce crime and corruption. In this paper, Steven Livingston examines the applications and impacts of ICTs on combating crime and raising police accountability in Africa, how it has helped and reasons when it hasn't. |
