"Three years after the revolution that toppled Gadhafi's repressive regime, Libya is on the brink of civil war. Despite local successes in maintaining security and justice services, mistrust between regions, political struggles for power, and sporadic and uncoordinated security and justice sector reforms have progressively driven Libya toward a complex civil war.
