Summary In 2001, NASA began the space launch initiative to develop a new generation of space transportation vehicles. Before requirements for a second-generation reusable launch vehicle can be defined, NASA must complete reassessing its overall space transportation plans and the future of the international space station, as well as decide how the Department of Defense will participate in development. Until requirements are finalized, NASA cannot implement management controls necessary to predict program costs and minimize risks with the initial $4.8 billion investment.
