Summary Since 2008, the U.S. has provided over $3 billion in assistance to Mexico to address crime and violence and enhance the country's rule of law. Two cooperative arrangements between the U.S. and Mexico have guided most of this assistance: the Mérida Initiative (2008-2021) and the Bicentennial Framework (late 2021-present). This report examines 1) how, if at all, the goals of U.S. assistance to Mexico have changed since 2008, 2) challenges State/INL and USAID identified achieving results and project- level results each agency reported, and 3) the extent to which State/INL has addressed key elements critical to assess progress toward Bicentennial Framework goals. GAO is making three recommendations related to assessing progress, including that State, in consultation with USAID, identifies projects to achieve results, outlines performance indicators used to gauge progress, and establishes plans to assess goals.
